Across Michigan, asset management has moved well beyond the introduction stage. Thanks in large part to the Michigan Infrastructure Council (MIC), many local governments now understand the principles, have participated in training, and have begun applying those ideas to specific planning and decision-making processes.
In many communities, the conversation has also expanded beyond building plans themselves to include Levels of Service, performance measures, and how operational data can help keep those expectations current.
Over the past year, one theme has surfaced consistently in conversations with Michigan local governments. The challenge isn’t building an Asset Management Plan (AMP) anymore. It’s keeping that plan current as field work, such as inspections, maintenance updates, GIS records, and capital decisions move faster than the plan itself.
For Directors of Public Works and asset managers, the question is no longer: “What is asset management?” It’s: “We have our asset management plan… Now what?”
What Role Has the MIC Played in Michigan’s Asset Management Foundation?
Through the MIC asset management program, including the Asset Management Champion Program and related training, the MIC has helped create a strong foundation for asset management across the state. Just as importantly, it has helped move the conversation from awareness to application.
In many conversations with Michigan Public Works leaders, we hear the same reflection on how far things have come. Ten years ago, asset management and maintenance management were often treated as the same thing. Today, thanks in large part to MIC’s leadership, the conversation is much more mature.
Communities understand the principles. They have attended training. They have started using those ideas in their planning and decision-making.
Where Is the Asset Management Gap Showing Up Today?
The challenge now is not education; it’s execution.
During conversations with Public Works leaders across Michigan, we repeatedly see the same pattern. Inspection data lives in one system. Work orders live in another. GIS provides valuable spatial context, while capital planning often happens somewhere else entirely. None of the information is wrong. It’s just disconnected.
Michigan communities aren’t struggling because they lack data. In fact, most have more information than ever before. The challenge is connecting that information so today’s inspections and maintenance activities help improve tomorrow’s investment decisions and support the targeted Levels of Service.
Many of the Michigan communities we’ve met with have already invested significant time and effort into developing their AMPs. What they’re asking now isn’t “How do we build a plan?” It’s “How do we keep it current as work gets done every day?”
That’s the real Plan-Operations Divide: the plan defines priorities and long-term goals, but if day-to-day operational data doesn’t flow back into it, the plan becomes a snapshot instead of a living management tool.
How Can Michigan Communities Turn Plans into Action?
The communities making the most progress are not necessarily creating better Asset Management Plans; they’re creating better operational feedback loops. Every inspection, work order, GIS update, and maintenance activity becomes another piece of information that strengthens the next planning decision.
The fastest way to strengthen that loop is to connect the systems you already use. In practice, that looks like:

- Work orders that capture maintenance history and cost in a usable format
- Preventive maintenance schedules tied to asset life and risk
- GIS data that adds location and spatial context
- Capital planning that adjusts as new operational data comes in
When these pieces are connected, the AMP stops being a one-time deliverable and starts functioning as a living system.
This also changes the conversation around decision-making. Instead of asking when a plan should be updated, communities can ask how each day’s work is improving the plan. A road rehabilitation strategy, for example, should not rely on a condition snapshot from years ago if newer inspections, maintenance history, and budget realities are available.
This is where the value of asset management becomes visible: not in the document itself, but in the decisions it improves.
Why Does This Shift Matter More Now?
This shift is becoming even more important as Michigan’s asset management conversation continues to mature and increasingly focuses on continuous improvement. The focus is expanding beyond simply completing AMPs toward demonstrating Levels of Service, measuring performance, and continuously improving infrastructure decisions using current operational data.
We hear directly from Michigan local governments that they’re being asked to justify capital needs, demonstrate transparency, and show that investments are grounded in current conditions. Communities that can close that gap between field data and planning are better positioned to support funding requests, time maintenance more effectively, and reduce lifecycle costs through better planning.

That is the mindset shift we are beginning to see across Michigan. The question is no longer, “When should we revisit our AMP?” It’s, “How can today’s work make tomorrow’s plan better?”
